A deadly Russian strike on the southern port city of Odesa killed at least three people on Wednesday, coinciding with European Commission President Ursula von der Leyen’s arrival in Kyiv to announce new defense initiatives.

The attack underscores the persistent military threat to Ukraine’s civilian and strategic infrastructure. Local authorities confirmed the three fatalities shortly after the bombardment, which unfolded just as international diplomatic attention turned toward the capital for critical security negotiations.

In Kyiv, von der Leyen’s visit centers on outlining a major defense partnership between Ukraine and the European Union. The high-level talks are aimed at deepening military integration, strengthening long-term structural support, and bolstering Ukraine’s capabilities to counter ongoing Russian offensives.

The strike in Odesa follows a night of intense and escalating regional combat. Prior to the attack, Ukrainian military sources reported executing widespread overnight operations that successfully struck 20 Russian vessels in the Black Sea, including several gas tankers.

As von der Leyen meets with Ukrainian leadership to finalize the defense agreements, the simultaneous violence in Odesa highlights the stark, ongoing realities of the war and the urgent context driving the European Union’s latest military integration plans.
