U.S. President Donald Trump announced a major policy shift during the 2026 NATO Summit on Wednesday, revealing that Washington will officially authorize and assist Ukraine in manufacturing its own Patriot air defense missiles.

The unprecedented technology transfer aims to bolster Kyiv’s long-term defensive capabilities against relentless Russian aerial bombardments while simultaneously relieving pressure on the strained American military-industrial base. Speaking to allied leaders, Trump stated that providing the technical blueprints and manufacturing licenses will empower Ukraine to sustain its own airspace protection independently.

The landmark agreement marks a significant departure from Washington’s previous strategy of exclusively supplying complete missile systems directly from U.S. stockpiles. The joint manufacturing initiative is expected to be heavily subsidized by the European Union’s recently approved €6 billion defense support loan, which was specifically earmarked to strengthen Ukraine’s domestic arms production. Ukrainian officials enthusiastically welcomed the announcement, noting that localized production of the advanced surface-to-air interceptors will drastically reduce supply chain delays and logistics bottlenecks at a critical juncture in the war.

The decision comes just days after a devastating wave of Russian missile and drone strikes targeted civilian infrastructure and research facilities in central Kyiv.

Trump emphasized that empowering Ukraine’s domestic defense sector is a crucial step toward achieving a sustainable, long-term resolution to the conflict. He noted that the licensing agreement shifts the immediate manufacturing burden away from American facilities while maintaining robust, structural support for Kyiv’s sovereignty.
