A US-backed body set up to oversee Gaza is preparing a broad legal immunity framework for its members, contractors and security forces, according to a June 2026 draft resolution.

The four-page document says members of the Board of Peace, its administrative office, Palestinian technocrats, international military personnel and nonresident contractors would be protected from arrest, detention or legal proceedings in Gaza linked to their work, The Guardian reported.

The Board of Peace was authorized by the UN security council to oversee Gaza’s administration until December 31, 2027. Donald Trump chairs the seven-member executive board, which includes Jared Kushner, Steve Witkoff, Susie Wiles and Marco Rubio.

The draft says Trump could waive immunity for an individual with majority support from the board. The board did not answer specific questions about the draft, but an official said there was no operative immunity framework and called the suggestion that the process was designed to create impunity “wrong, misleading”.

The official also said any claim that Trump would have a role in establishing or waiving immunity in Gaza was “categorically false”. The official said the board would operate under rules, oversight and accountability, but did not describe those mechanisms.

Lawyers who reviewed the draft raised questions about how Gaza residents could seek redress over injury, death, property loss or damage involving board personnel or contractors. The draft sets out an internal claims process for such cases.

The document also says the board and its affiliates should receive public premises and facilities in Gaza free of charge. Legal experts questioned who would provide the sites and whether Palestinians would have consent or compensation.

The draft says it would take effect once signed by Nickolay Mladenov, the board’s high representative for Gaza. It was not clear whether any other party would sign it.
