Ukraine’s requests for more U.S. air defense are colliding with a shrinking Washington aid pipeline, as updated foreign policy research shows no new large U.S. aid law has been approved since 2024.

As of March 31, 2026, Congress had made $195 billion available for spending tied to the war, according to the U.S. Special Inspector General for Operation Atlantic Resolve. About $164 billion of that came from five aid laws, the last passed in April 2024, while the rest came from agency budgets, other appropriations and NATO funds used to pay for U.S. arms.

The figures put new pressure on President Donald Trump’s administration after Russian bombardment of Kyiv on July 6. Ukrainian President Volodymyr Zelenskyy has asked for interceptor missiles to defend against ballistic missiles, while U.S. deliveries continue from money approved under President Joe Biden.

But the remaining pipeline is narrowing. By the end of March, the United States had disbursed 59 percent of the $195 billion, and researchers said the absence of new commitments means aid deliveries are running out.

The administration has allowed U.S. weapons sales to Ukraine through the Prioritized Ukraine Requirements List, known as PURL, in which NATO allies pay for American weapons and transfer them to Kyiv. The program is supplying advanced systems, including Patriot missiles, and provides many of the missiles used in Ukraine’s air defenses.

Congress is still divided. In June, the House passed a bill that would provide new aid to Ukraine and add sanctions on Russia, with support from Democrats and a small number of Republicans. The measure still needs backing from the Senate and the president before it can become law.

Europe has moved in the other direction, with aid rising in 2025 while the United States made no new commitments.
